Dear EUPAN Colleagues,

from January to the end of June 2025 Poland has the privilege of holding the Presidency of the Council of the European Union. As the Head of Civil Service responsible for Poland’s government administration staff , it is both an honour and a pleasure for me and the Polish Presidency team to welcome you all and to invite you to cooperate with us over the next six months.

I would like to express my appreciation for the efforts and dedication of the previous presidencies, which significantly contributed to the effective implementation of the EUPAN Strategy Paper 2022-2025. This work serves as a valuable input and inspiration for the development of the next SP 2025-2028 during Polish Presidency. I am convinced that our inclusive and collective work on the draft strategy will enable us to present the final, comprehensive document to Directors General for approval during their meeting in Warsaw in May 2025.

During the Polish Presidency we plan several initiatives that will ensure the continuation of work under previous presidencies and further implementation of the three-year strategy.

In cooperation with the University of Vaasa in Finland and prof. Christoph Demmke, we have already launched the study “Innovation and Effectiveness of Good Governance and Ethics Policies in central public administrations in Europe”. In this way we have decided to update the previous study, conducted during the first Polish Presidency in EUPAN in 2011, while assessing the effectiveness of ethics policies during times of change and innovation.

I also invite you to contribute to the second survey we will launch during this semester. It will focus on solutions dedicated to well-being and work-life balance.

We will have the pleasure to host the 10th European CAF Users’ Event in cooperation with the CAF Resource Centre in EIPA. The conference aims to stimulate discussion on the benefits of CAF for organisations and societies as a whole

During the meetings within the Polish Presidency in EUPAN we would also like to discuss and exchange experiences with you on other topics included in the Strategy Paper. We will organise workshops, panels and discussions on AI and new technologies in public administration, accessibility of public services, the greening of public administration and innovation.

I hope you will find the agenda of the Polish Presidency in EUPAN interesting and aligned with your priorities and interests.

I would like to take this opportunity to congratulate and thank preceding Hungarian Presidency for their professional, effective and inclusive leadership within the network.

We look forward to welcoming you to Warsaw and continuing to work together for quality public administration and public services in Europe.
