EUPAN Summer School 2021 postponed
Portuguese EUPAN Presidency 2021
1 January 2021 marks the start of the fourth Portuguese Presidency of the Council of the European Union.
Portugal intends to exercise a Presidency of positive and flexible action, capable of building bridges and achieving concrete results in the economic recovery and in the exit from the crisis. With the motto Time to act: for a fair, green and digital recovery, Portugal takes over this Presidency with three major priorities for the EU:
- To promote a recovery leveraged by the climate and digital transitions;
- To implement the European Pillar of Social Rights of the European Union as a distinctive element for ensuring a fair and inclusive climate and digital transition;
- To strengthen Europe’s autonomy whilst remaining open to the world, taking a leading role in climate action and promoting a digital transformation in the service of people.
The EUPAN Portuguese Presidency will address three topics: innovation in digital services delivery; ethical leadership related to trust during the Covid-19 pandemic and employees’ motivation. The impact of the pandemic crisis on our public administrations has made the Covid-19 focus unavoidable also leading the Portuguese Presidency to include this approach in its working programme.
With regard to the CAF area its assessment implementation in the EU will be the main topic.
Under the Portuguese Presidency a EUPAN ministerial conference will be held in Lisbon, at Centro Cultural de Belém, in June.

EUPAN DG Meeting during the German Presidency via videoconference
The German Presidency regrets to announce that, due to the ongoing pandemic, the DG Meeting scheduled for 10 – 11 November cannot be held as an in-person meeting. Instead of convening in Bremen, Directors General will meet via videoconference on 17 November 2020.

The German EUPAN Presidency 2020
Germany holds the Presidency of the Council of the European Union for the second half of 2020.
The coronavirus pandemic is an ongoing challenge and will have a major impact on the German Presidency. There will be no EUPAN Working Level Meeting during the German Presidency. The EUPAN DG Meeting is still scheduled for November.
The German Presidency will focus on the current crisis. The goal is to learn from each other: we want to find out how the coronavirus crisis has been addressed by the member states’ public administrations and how successful their efforts have been.

Cancellation of EUPAN WL & DG Meetings during HRPRES
EUPAN Working Level Meeting and DG Level Meeting, scheduled for 15-16 April 2020 and 18-19 June respectively, have been cancelled due to COVID-19 pandemic.

Postponement of the EUPAN Working Level Meeting
EUPAN Working Level Meeting, scheduled for 15-16 April 2020, has been postponed until further notice, in order to limit the spread of the COVID-19 pandemic and to mitigate its effects.
Unfortunately, due to the current developments, we are unable to announce if or when the EUPAN Working Level Meeting will take place, but will provide more information on the EUPAN meetings timetable during Croatian Presidency of the Council of the EU as soon as possible.

The Croatian EUPAN Presidency 2020
In the first semester of the 2020, Croatia is holding the Presidency of the Council of the European Union for the first time, and is responsible for the EUPAN activities.
Croatia’s focus will be on strengthening citizens’ trust in public administration, with emphasis on the fields of digitalization and innovation, ethics and organisational culture and efficient human resource management.

The Finnish EUPAN Presidency 2019
In the second semester of 2019, Finland was holding the Presidency of the Council of the European Union and was responsible for the activities in the European Public Administration Network (EUPAN).
During the Finnish presidency EUPAN will aimed at understanding better…
- the meaning of trust in the ways we can develop public administration
- the possibilities digitalization and the use of artificial intelligence provide to public administration development
by taking a closer look at following topics:
- Horizontal cooperation in data-driven decision-making
- The use of artificial intelligence and robotics in public services
- Building a culture of integrity and trust
- Life-long learning in public administration

The Romanian EUPAN Precidency 2019
In the first semester of 2019, Romania is holding the Presidency of the Council of the European Union.
This is the first time Romania takes the responsibility of holding the Presidency and it is committed to a successful cooperation within the EUPAN. The Romanian Presidency will focus on the following areas:
- Competencies necessary for e-government
- Ethics, an integral part of the organizational culture
- Challenges in the use of electronic services in the public administration
- Impact of strategic planning documents on the central public administration performance
