1 January 2021 marks the start of the fourth Portuguese Presidency of the Council of the European Union.
Portugal intends to exercise a Presidency of positive and flexible action, capable of building bridges and achieving concrete results in the economic recovery and in the exit from the crisis. With the motto Time to act: for a fair, green and digital recovery, Portugal takes over this Presidency with three major priorities for the EU:
- To promote a recovery leveraged by the climate and digital transitions;
- To implement the European Pillar of Social Rights of the European Union as a distinctive element for ensuring a fair and inclusive climate and digital transition;
- To strengthen Europe’s autonomy whilst remaining open to the world, taking a leading role in climate action and promoting a digital transformation in the service of people.
The EUPAN Portuguese Presidency will address three topics: innovation in digital services delivery; ethical leadership related to trust during the Covid-19 pandemic and employees’ motivation. The impact of the pandemic crisis on our public administrations has made the Covid-19 focus unavoidable also leading the Portuguese Presidency to include this approach in its working programme.
With regard to the CAF area its assessment implementation in the EU will be the main topic.
Under the Portuguese Presidency a EUPAN ministerial conference will be held in Lisbon, at Centro Cultural de Belém, in June.
